China Proposes Export Licenses for AI Models

China's Ministry of Commerce drafts rules requiring licenses for AI technologies, including open-source models over 2 trillion parameters.

China has introduced new draft rules requiring export licenses for 23 AI technologies, including large models, AI agents, and compute clusters. AI labs must now obtain explicit government approval before open-sourcing models exceeding 2 trillion parameters.

The claims a streamlined licensing pipeline is in place for these restrictions, which only apply to upcoming open-weight models. Meanwhile, leaked code shows is developing Kimi K3.1, featuring a 1-million token context window.

These regulatory shifts coincide with criminalizing the export of advanced chips and servers to China under a trade deal. Moonshot's new Kimi K3.1 model will include reasoning levels and swarm agent modes using Kimi Delta Attention architecture.
